Title: Operations Research Systems Analyst
Position Description: Support the test and evaluation of DHS technologies by providing data management and analytical expertise to assist to assist in the Test and Evaluation (T&E) of DHS systems. Candidate will be responsible for planning data collection and designing tests, managing data as it is collected and transmitted from test sites, leading data authentication meetings, performing data analysis and preparing reports that clearly articulate outcomes with supporting data. Candidate will interface regularly with government customers and should have excellent interpersonal and written skills. Additional duties listed below:
Duties:
- Plan, or assist with the planning of, data collection activities, to include identifying metrics, data elements, sample sizes, and sampling strategies.
- Design and develop data collection instruments or tools for distributed data collection.
- Design and develop data processing and storage architecture, to include methods to monitor actual versus expected data collection, ensure data completeness, identify anomalies within the data, and track test metrics.
- Track and maintain custody of collected data.
- Write data collection plans and reports/briefings.
- Review system data and work with data collection teams to improve data quality.
- Facilitate customer meetings, including meetings with senior officials.
- Conduct statistical analyses, to include data visualization, descriptive statistics, and hypothesis testing as needed.
- Produce data extracts for data analysis, visualization, and reporting.
Required:
- Masters or Bachelors Degree in Engineering, Operations Research, Math, or Related Field. Years of experience range across BDC ORSA positions from 7 to 12 years minimum.
- Strong verbal and written communication skills
- Strong leadership and facilitation skills
- Proficient in MS Office Suite
- Experience with writing technical reports and briefings with analytical components, to include data presentation and visualization
Desired:
- Experience using statistical software packages or programming/scripting (e.g., R, Python, etc.)
- Experience in Test and Evaluation/Acquisition (e.g., working knowledge of T&E documents: Test Concept Briefings, Operational Test Plans, System Evaluation Reports, and Test Readiness Reviews)
- Experience with systems engineering and acquisition in DHS (MD-102) and/or DoD (5000 series).
- Current Secret Clearance and/or DHS Suitability, and/or experience working in support of DHS or DoD.
Location: Telecommuting with onsite customer meetings when required. Location in the Washington, D.C. metropolitan region preferred.
Travel: Up to 10% travel may be required
Clearance: All positions require Department of Homeland Security (and/or component) vetting/suitability. Candidate must be able to obtain and maintain a secret security clearance for some BDC ORSA positions.
